Emerging Local Plan Timetable
This timetable is published in accordance with Regulation 8 of the Town and Country Planning (Local Planning) Regulations (2026) and shall have effect from the 23rd October 2026. It sets out the timetable for the emerging Redcar & Cleveland Local Plan. In accordance with the regulations, the timetable will be reviewed monthly and at key milestones and will be updated, where necessary.
The new timetable formerly replaces the Local Development Scheme 2025-28.
The Local Plan will replace the adopted Redcar & Cleveland Local Plan (2018) and will cover the area of Redcar & Cleveland Borough (Redcar and Cleveland (E06000003) - ONS) that is outside of the North York Moors National Park. This is the Local Planning Authority area of Redcar & Cleveland – ONS E60000006. The Local Plan will be prepared solely by Redcar & Cleveland Borough Council.
The Local Plan will set out how the plan area of the borough will grow over the plan period and will include the vision, objectives and strategy for growth. It will include policies relating to matters of housing and economic growth, infrastructure, environmental protection and other local. It will not include policies relating to minerals and waste matters as it is intended that these will be included in a separate Tees Valley Joint Minerals and Waste Local Plan.
