You must have held a driving licence issued by the DVLA for at least 12 months before applying for a licence to drive licensed vehicle.

Fees and charges
You can make a licensing payment on the Council's payments page, please select Licensing from the payments types. Your reference is your driver number beginning with DRV.
Alternatively, payments can be made by telephone on 01642 774774 (select option 4 to speak to a Customer Services representative).

Share your driving licence information
When completing any application form, you need to provide a code to allow us to check your DVLA driving licence information, you can obtain a check code from the GOV.UK web site.
DBS checks
You will need to apply for an Enhanced DBS check before a licence is granted.
Once you have submitted your application for a driver licence, you will receive an email inviting you to apply for a DBS certificate (via uCheck).
Once you have made your application, the team will ask you to come into the office to verify your identity. You will need to show your DVLA driving licence as well as two other documents (for example a passport and recent utility bill).

DBS Update Service
Once you have received your DBS certificate, you will need to register it on the DBS Update Service website.
The Team will then check the status of your certificate every 6 months.
If you remain registered to the service, you will not be asked to get a new DBS certificate unless your criminal record changes.
If you allow your registration to lapse, you will be required to apply for a new Enhanced DBS certificate every 6 months.
Medical certificate
When applying for a new licence, you must ask your doctor, or a medical practitioner that has access to your medical records, to complete our Medical form.
Your licence will not be granted until you have provided us with the completed form.
A further medical is required when you reach the age of 45 years and every 5 years thereafter until the age of 65 years.
Drivers aged 65 years and over must provide a medical certificate every year.
Safeguarding and child sexual exploitation course
Applicants are required to undertake and pass a safeguarding and child sexual exploitation course. Barnardo's has provided an e-learning programme written specifically for taxi drivers which is available on the Tees Valley learning web page.

Knowledge test
All new drivers are required to successfully complete a knowledge test. You are advised to study the 'Hackney Carriage and Private Hire Licensing Policy' before contacting the team to book a test.
Practical driving assessment
New drivers must provide evidence of satisfactory completion of a driving assessment, approved by Redcar & Cleveland Borough Council. The following are the current approved providers:
