Animal welfare licences

A licence is required to carry on a licensable activity under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018

A licence is required for the following “licensable activities”:

  • Selling animals as pets
  • Providing or arranging for the provision of boarding for cats or dogs
  • Hiring out horses
  • Breeding dogs
  • Keeping or training animals for exhibition

Statutory Guidance from DEFRA​

The Department for Food, Environment and Rural Affairs (DEFRA) has now produced procedural guidance for local authorities in relation to the new regulations, along with guidance notes on the conditions that will apply to licences issued to authorise the different licensable activities.

The fees related to animal welfare licences can be found below:

  • £110.00 - Application fee (add £60.00 for each additional host)
  • £129.00 - Annual compliance fee 1 year licence (includes 1x unplanned inspection)
  • £203.00 - Annual compliance fee 2 year licence (includes 1x unplanned inspection)
  • £278.00 - Annual compliance fee 3 year licence (includes 1x unplanned inspection)
  • £74.00 - Variation fee (includes an inspection - add £60 for each additional host)
  • £105.00 - Application for a re-rating​

​Please note that these fees do not include any costs associated with inspections by a veterinarian.  

Veterinarian fees will be payable for the first inspection for a dog breeding licence and all riding establishment inspections.
