Warm Homes Local Grant

Redcar & Cleveland Borough Council, as part of the Tees Valley Warm Homes consortium, has been awarded nearly £14 million from the government’s Warm Homes: Local Grant to help residents lower energy bills and improve home comfort.

This scheme, running until March 2028, provides fully funded energy efficiency upgrades for eligible households.

Available upgrades

Eligible homes can receive up to £15,000 for energy performance measures and a further £15,000 for low-carbon heating. Improvements may include:

  • Insulation (floor, loft and wall)
  • Air or ground source heat pump
  • Smart heating controls
  • Low energy lighting
  • Solar PV
  • Energy efficient doors and windows

You cannot receive a new gas boiler through the scheme. The Local Grant is prioritising installing highly energy efficient heating systems, instead of boilers powered by fossil fuels.

If your home is suitable for improvements through the scheme, we will organise the installation with our approved contractor, E.ON Green Funding Solutions. You will not need to pay for it.

Eligibility criteria

To qualify for the grant, you must meet the following three conditions:

  1. Tenure: You must own your home or rent from a private landlord.
  2. Energy rating: Your home must have an Energy Performance Certificate (EPC) rating of D, E, F, or G (we can arrange a survey to assess this if you don’t already have one).
  3. Low income: You must meet one of the following:
    • Annual gross household income of £36,000 or less.
    • Receive certain means-tested benefits (e.g., Universal Credit, Pension Credit).
    • Live in an eligible postcode area (deprived areas as ranked by the government).

Note for landlords: Landlords can receive 100% funding for their first property and 50% for any additional properties.

  • The scheme is designed to deliver the most impactful improvements for those in fuel poverty (where fuel poverty is defined as spending a high proportion of your income on heating your home). Please do not apply if you are not in genuine need. We reserve the right to not treat a property if we feel the homeowner is NOT at risk of fuel poverty. 
  • Even if your property in an eligible postcode area it does not guarantee funding. All funding is limited and subject to further assessments, meaning we may not be able to help every household that qualifies.
  • All applications are subject to further assessments of your home, any existing defects may need to be rectified by the householder/landlord prior to any energy efficiency works commencing.
