Borough Council Meetings

The Council comprises 59 elected members representing the 24 Wards that make up the Borough of Redcar & Cleveland.  Elected members are democratically accountable to the residents and are elected every four years.  Borough Council is responsible for agreeing the overall policy framework and setting the budget.

The Council meet together approximately every six weeks and the public can generally attend and ask questions.  The Mayor chairs the meetings of Council and acts as a non-political Civic Head.

Questions at Council Meetings

Members of the public may ask questions of members of the Cabinet at ordinary meetings of the Council.

A question may only be asked if notice has been given by delivering it in writing or by electronic mail to the Managing Director no later than midday 10 calendar days before the day of the meeting.

Each question must give the name and address of the questioner and must name the member of the Council to whom it is to be put.

Questions will be asked in the order notice of them was received, except that the Mayor may group together similar questions.

If you would like to ask a question at a Council meeting you will need to either:

Petitions

If you are concerned about something the Council is responsible for, or that the Council can influence, you can submit a petition.

Petitions allow you to raise concerns that are important to you and have a direct influence on the political process.

If we receive a petition about an issue which we're already consulting with residents about, the petitions scheme will be suspended for that petition.

Guidelines for submitting a petition

Petitions must be submitted and signed by those who live, work or study within the Borough.

Petitions must include:

  • a clear and concise statement covering the subject of the petition. It should state what action the petitioners wish the council to take
  • the name and home address, or place of work or study and signature of any person supporting the petition.

Petitions should be accompanied by contact details, including an address, for the petition organiser.

If a petition contains more than 1,500 signatures of people who live, work or study in the Borough (this is reduced to 500 such signatories or petitioners where the petition relates to a local issue, affecting no more than 2 electoral wards within the authority’s area) it will be debated by the full council unless it is a petition asking for a senior council officer to give evidence at a public meeting or unless it is a petition asking for some other outcome.

Our petitions protocol is set out in full in the Council’s constitution.

If you wish to submit a petition, please contact Democratic Services for further guidance.
