What is a Community Trigger?
A Community Trigger is the process where a member of the community can request a review of their case, to ensure that a group of agencies have provided an appropriate response to the reported anti-social behaviour.
The Community Trigger is designed to ensure that agencies work together to investigate how your case was dealt with. We will do this by talking about the problem, sharing the information where required and acting together to reach a satisfactory conclusion.
It is important to note that the Community Trigger does not replace the complaints procedure within individual organisations and should not be treated as such.
Does it apply to me or someone I know?
Any Community Trigger requests within Redcar and Cleveland take into account both the nature of the reported incidents and the number of incidents experienced.
- An individual, business or community group has made three or more separate incidents of antisocial behaviour regarding the same problem in the past six months to Redcar and Cleveland Council, Cleveland Police and/or a Registered Social Landlord.
- More than one individual, business or community group has made five or more reports about the same problem in the past six months to Redcar & Cleveland Borough Council, Cleveland Police, or their Landlord (if a Housing Association operating in Redcar & Cleveland).
- An individual, business or community group has reported one incident or crime motivated by hate in the last three months to Redcar and Cleveland Council, Cleveland Police, or their Landlord (Housing Association).
*The most recent incident must not be more than a month old.

How to progress a Community Trigger
If you meet the above criteria and you feel that agencies working in partnership have not dealt effectively with the anti-social behaviour you have reported, you can ask for us to progress with the Community Trigger on your behalf. You can do this in the following ways:

Once you have reported a Community Trigger, an Anti-Social Behaviour Officer will work with partner agencies to investigate the information provided. You will be contacted by an officer from Redcar and Cleveland Borough Council, initially within 5 working days to confirm your information has been received.
Following initial enquiries, if further investigation is needed, you will receive a future date by which a response will be received. Your case will be reviewed and discussed as part of a multi-agency structure; which could include representatives from Redcar and Cleveland Borough Council, Cleveland Police, Cleveland Fire Service, Clinical Commissioning Group, Victim Support and Coast & Country Housing in order to establish any further necessary actions.
Community Trigger Statistics
Under Section 104 of the Anti Social Behaviour, Crime and Policing Act 2014 the council must publish:
- the number of applications for Community Triggers received;
- the number of times the threshold for review was not met;
- the number of case reviews carried out; and
- the number of case reviews that resulted in recommendations being made
