​​​Corporate Parenting

When children and young people are looked after by Redcar & Cleveland Borough Council, all Elected Members and staff are corporate parents who must care about looked after children and care leavers as if they were their own children. Corporate parents should ask themselves the question....

'Is this good enough for my Child?'  

This means we should ensure looked after children and care leavers have:

  • A safe place to live.
  • The opportunity to go to a school which suits their needs.
  • Someone to listen to them and make sure they know how and where to complain if they are not happy.
  • The knowledge, skills and support they will need when they are ready to live independently.
  • The support they need to help them feel part of the local community.​

The Children's Right Director for England published 'Having a Corporate Parent' in January 2011. This report sets out what children and young people in care say about some of the things that those in care experience because the council is acting as their parent.  


Redcar & Cleveland have developed a Corporate Parenting Strategy and Policy detailing how we care about our looked after children and care leavers. The policy and strategy have been approved by the Corporate Parenting Board (The Corporate Parenting Policy and Strategy can be accessed below)

Principles of the Corporate Parenting:

  • All looked after children and care leavers deserve a good service.
  • We will treat looked after children and care leavers as if they were our own children. The views, ideas, wishes and feelings of our looked after children and care leavers are important and will be listened to by Redcar & Cleveland Borough Council.
  • Corporate Parents will believe in their looked after children and care leavers and encourage and support them during their transition to adulthood.
  • Looked after children and care leavers will be supported to say what they like or do not like about the service they are receiving from Redcar & Cleveland Borough Council.
  • Corporate Parents will think about their looked after children and care leavers when they make decisions and plans about services.
  • Corporate Parents will and must respect the rights, privacy, choice and independence of looked after children and care leavers, when providing services.​​
