Landlord Charter

Redcar and Cleveland have been working in partnership with private landlords since the launch of the Landlord Charter in May 2007. The aim of the Landlord Charter is to improve housing standards and develop effective partnership working with the private rented sector.

Within the Borough we have many households, who are looking for a new home, many specifically request and seek out landlords who are Landlord Charter Members because of the assurance of obtaining, well managed and quality accommodation that membership implies.

The Landlord Charter is free to join and offers the following benefits. "What we have delivered so far......."
  • Currently we have over 280 Charter Members, providing over 800 private sector homes across the Borough.
  • We have held 6 Landlord Charter Events since the launch of the Charter in 2007.

We often receive positive feedback about the Landlord Charter Events. One landlord stated that the forums are "A useful experience, that should be repeated regularly"

Are you a Landlord or are you interested in becoming a Landlord, or an experienced landlord and would like the latest updates on Landlord legislation, then we would like to invite you to attend the next Tees Valley Private Landlord Forum, which is being held on:

Date: Thursday 20th March 2014
Time: Between 1:00pm to 5:00pm
Venue: Middlesbrough Teaching & Learning Centre (MTLC), Cargo Fleet Lane, Middlesbrough, TS3 8PE

You are free to attend the event at whichever time suits you,with various seminars throughout the afternoon.

The seminars will include:
  • Protecting Deposits correctly
  • An update on housing benefit/welfare reform
  • A presentation on finance for landlords
  • Ending tenancies correctly

There will also be a range of stalls to visit, to provide you with advice and information, including:

We produce a Housing Services Newsletter which includes updates on relevant legislation, information on local services and National Landlords Association updates. A copy is sent out to all of our Charter Members, and is available via Council Offices.

As well as providing our members with newsletters, we also produce and circulate useful information and leaflets. These include:
  • Tenancy Deposit Protection
  • Sample tenancy agreements
  • Sample inventory lists
  • Notice that you must leave a brief guide for landlords & tenants
  • Assured and assured shorthold tenancies a guide for landlords
  • Housing Act 2004 the effect on the private rented sector

  • Housing, Health and Safety Rating System A guide for landlords
  • Warmfront
How we work to promote good standards and management within private rented accommodation
The Council works with the private rented sector to recognise good landlords, improve property standards and assist to match up suitable tenants to vacant Landlord Charter properties. Landlord Charter Members commit to best practice guidance in the management of their business and to maintain their properties in accordance with Decent Home Standard.

A statement form Crisis about our Charter Scheme reads - ' We support and encourage the use of private rented sector access schemes to help people on low incomes access and sustain good quality accommodation throughout the UK. We particularly feel that schemes should ensure property standards for all tenancies established'.

Through continued partnership working with members of our Landlord Charter Scheme, we have been able to Guarantee over 200 bonds to assist clients move into private rented accommodation and prevent homelessness. Landlords must be members of the Charter Scheme, to enable potential tenants to access the Councils Bond Guarantee Scheme.
