Our approach

Our Empty Homes Strategy 2008 2013 outlines our approach in ensuring empty homes are returned to use. Solutions will be implemented using a stepped approach in accordance with good practice and the "Enforcement Concordat" which requires that local authorities enforce legislation in a proportionate and reasonable manner.

In simple term, the Council will:
  1. Engage with owners of empty homes once ownership has been established
  2. Encourage by outlining the benefits of utilising a wasted resource through advice
  3. Enforce always a last resort but the authority will use powers available such as Enforced Sale, Compulsory purchase and Empty Dwelling Management Order (EDMO) where negotiations break down.
  4. Evaluate for the future to establish best practice.
We will consider each empty home on an individual basis having regard to the personal circumstances of the owner whilst balancing the positive effects of returning the home to use in a speedy manner.

Before moving through the steps/options we will ensure that property owners are fully informed and are given reasonable time to complete measures or take appropriate actions themselves.
