Licence summary
Any person who carries on a business of buying or selling scrap metal or carries on business as a motor salvage operator is required to apply for a scrap metal dealer licence. All licences are issued for a period of 3 years.

​Regulation Summary

Application Evaluation Process
A dealer can only hold one type of licence in any one local authority area. They have to decide whether they are going to have a site licence or a mobile collectors licence in any one area. They cannot hold both a site and collectors licence from the same council (please refer to the attached guidance for further details).

Applications should be submitted to the Council and must be accompanied by the relevant fee and a Basic Disclosure certificate for;
a) the applicant(s) or, in the case of a company, any director, secretary, partner or shadow secretary of that company; and
b) all Site Managers (Site Licences only).

Such certificates shall be issued no earlier than one calendar month prior to submitting an application.

Fees
  • Site Licence (Grant) - £350 (if more than one site is specified, +£195 per site).
  • Site Licence (Renewal) - £270 (if more than one site is specified, +£195 per site)
  • Collector Licence (Grant & Renewal) - £150
  • Variation of a Licence - £50*
  • Variation to change personal details - £15

*Any variation that adds one or more sites to a licence (including a variation from a collector to a site licence) will incur an additional cost of £65 per site for each year remaining on the licence. A variation to change a site, without adding additional sites, will incur a one-off cost of £65 for each site changed.

Will Tacit Consent Apply?
Yes. This means that you will be able to act as though your application is granted if you have not heard from us within 28 days.

How to Apply
We aim to acknowledge your application within three working days. If you have applied online we will acknowledge your application via email.  You have the option of applying online or by downloading an application form.
