The Relationship between procedures, protocols and guidance

Procedures, protocols and practice guidance together provide a useful framework to guide actions and clarify individual roles and responsibilities.

Procedures offer the structural framework for practice. They focus on process and indicate what must or may be done in specified circumstances and define professional direction. Any inability or failure to comply with the Safeguarding Procedures should be accompanied by a reasonable explanation.

Individual agencies may develop their own internal safeguarding procedures and in doing so should ensure that they are consistent with the RCSCB agreed procedures. Procedures should help workers by providing a structure for their work, clarifying professional roles and helping to resolve any inter-agency difficulties.

Protocols set out the formal agreement and working relationship between agencies involved in the task of safeguarding children and vulnerable families.

With effect from 1st May 2012 one set of Child Protection Procedures are to be used by anyone working (paid or unpaid) for an LSCB member agency and in private or voluntary sector organisations with responsibilities for children in the Tees LSCB areas.

They have been agreed by the four LSCBs covering Hartlepool, Middlesbrough, Redcar & Cleveland and Stockton-on-Tees as a framework for joint agency working in child protection and can be accessed using the link http://www.teescpp.org.uk/

They reflect relevant legislation, guidance from central government, lessons from research and local practice. Staff that are or may be involved in protection of children need to have a working knowledge of these documents and to refer to relevant sections as needed.

Hard copies of the procedures are not available as continuous updating takes place to reflect required changes. If hard copies are downloaded to deal with specific situations staff should ensure these are destroyed after use to prevent out of date information being used.
