Under Section 41a of the Highways act 1980 the Council has a statutory duty to ensure, so far as is reasonably practicable, that safe passage along a highway is not endangered by snow or ice.
In order to discharge this duty it is essential that the authority have in place an operational plan setting out its policies and actions in respect of winter services.
This Winter Service Plan details these policies and procedures as well as providing operational and technical service information. The plan will be reviewed and updated on an annual basis to ensure that it incorporates best practice and changes in legislation.
