Vehicle Pollution

A major cause of poor air quality is vehicle exhaust emissions. All vehicles are required to meet exhaust emission standards, which are set out under the Road Vehicle (Construction and Use) Regulations 2002.

If you see a smoky vehicle

You can report smoky vehicles to the Vehicle & Operator Services Agency (VOSA) (formerly the Vehicle Inspectorate) who will contact the operator and investigate the report. The Vehicle & Operator Services Agency can be contacted on 0300 123 9000 or by email to or you can use their online form which can be faxed to 01792 454313.

You will need to tell them:
  • The registration number of the vehicle
  • The type of vehicle
  • The date, time and place where you saw the vehicle
  • The name of the vehicle operator
Under The Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002 local authorities can serve fixed penalty notices if an Air Quality Management Area (AQMA) has been declared within the boundaries of the authority. Redcar & Cleveland Borough Council has not needed to declare an AQMA and is therefore unable to serve fixed penalty notices for non-compliance with vehicle exhaust emission limits.
