Have your Say on Neighbourhood Action Partnerships
LAST year we set up 22 neighbourhood action partnerships to give residents a greater say in local decisions that impact upon their daily lives and to support effective partnership working amongst agencies and the voluntary and community sector at neighbourhood level.
Made up of local councillors, residents, voluntary and community groups, and agencies delivering neighbourhood services, they meet every two months. The partnerships discuss and get solutions for local issues such as health, transport, employment, crime and antisocial behaviour and benefit changes.
Each partnership has developed a neighbourhood action plan that sets out their local priorities and ideas for improvements.
When we set neighbourhood action partnerships up we said we would review how they are doing once they had been meeting for at least six months. We wanted to do this so that we could learn from the diverse experiences of 22 neighbourhood action partnerships. We need you to give us your views on the Neighbourhood Action Partnerships

Ageing better: Services for older people in Redcar and Cleveland
Redcar and Cleveland Council and its partners want to find out more about the problems faced by older people and the services and activities that are currently available to help older people lead fuller lives. We would be very grateful if you could complete the short survey below to help us do this. The information you provide will help us to work with communities to improve the opportunities available for older people in the future. We want to know about your own experiences and what you see as the issues for older people in general who live in your area.
When we ask about services and activities we mean any type of service or activity that helps to improve the lives of older people. This can include residential services and personal care, practical support to help people to remain living at home, social activities within the community and providing advice and information. These can be provided by the council, voluntary organisations or private companies.

Funding our Future
It is clear that financial austerity will continue in the medium-term. The Council has developed a good track record of being efficient and making savings, while minimising the impact on frontline services. In the past few years, we have made more than £27m worth of savings, but we have still managed to keep popular services running, such as libraries and leisure centres, as well as stimulating job creation through our focus on regeneration.
In the future things are going to be tough and we are going to need your help. We estimate that we will need to save a further £32m by 2020, but we are determined to do everything we can to protect frontline services and continue to grow our local economy. To do this we are exploring different ways of organising our business. We are looking at what we can share with other councils, what we could trade to attract additional income and how we can work more effectively with the voluntary and community sector to meet local needs.

Redefining Redcar
Consulting you on markets, seafront concessions, festivals and events in Redcar.
Consultation from Friday 23rd November 2012 until Monday 14th January 2013
We would like your views on
- Relocation of the market to the precinct area near the King Edward VII Memorial Clock
- Moving the market day from a Wednesday to a Friday
- Events and festivals to create a vibrant town centre that attracts residents and visitors
- New business opportunities for seafront attractions and concessions
We are now considering how to make further improvements for residents, visitors and businesses in the town. In particular we need to find new ways of attracting shoppers and visitors.
The town has enjoyed a street market since 1990, this has been further supported from time to time by speciality and creative markets. Some opportunities have been available for traders to operate concessions such as children's rides and seasonal activities and there is a varied events calendar for Redcar. We are seeking ways in which to bring greater opportunities to the Town.

Redcar & Cleveland Borough Council is undertaking a Residents survey. You may have been randomly selected to take part in either the postal survey or a neighbourhood survey. If you have any concerns about the survey please ring 01642 444515.
We need to know what you think about what its like to live in your area, so that we can be certain that we are dealing with the issues that concern and matter to you.This questionnaire asks for your opinions about aspects of the quality of life in your local area (such as community safety, local services etc) which we know are important to local people. The findings from this research will be used to see how well Redcar & Cleveland Borough Council and its partners are doing at delivering the services that matter to you and to decide what needs doing differently in the future.

Have your say: Day services for people with learning disabilities
The Council is reviewing its day services provision for adults with learning disabilities. In 2011/12 the council spent over £11.7 million on support for adults with learning disabilities. Of this £2.25 million was spent on in-house day service provision.
The way in which social care support is provided to people is changing. The demand for traditional day care is reducing and will reduce further as more people are offered personal budgets (the agreed sum of money available to meet someones social care needs). We need your views on how we can use our resources differently to meet these changing needs.

Consultation on Future Provision of Day services for People with Learning Disabilities

Following extensive work with the local community, Skelton & Brotton Parish Council working in partnership with Redcar & Cleveland Borough Council, have prepared a draft Neighbourhood Development Plan for the Skelton and Brotton parish area and would like to have your thoughts on the proposals.

Proposed Changes to Council Tax Support
The Governments benefit reduction proposals affect us all we need your views on how the Council should best implement these changes.
From April 2013, the Government is reducing financial support to local authorities for assisting residents in paying their council tax. The Council is proposing a range of options to deal with this change and is keen to hear the views of local people. If we do not put in place our own local scheme, the Government will impose its national scheme on the Council. Three options have been put forward for your consideration. In each of these, pensioners are excluded and therefore protected from any funding change.
The Government is withdrawing the current national Council Tax Benefit scheme. Each council needs to come up with a replacement scheme and will have less funding from the Government to do it 20 per cent less in real terms for Redcar and Cleveland, which equates to a shortfall of £2 million to run a similar scheme. We want to hear any comments you may have on any aspect of the proposals. Please tell us your views and make specific comments or suggestions relating to the proposed changes.

Consultation on car parking charges for Blue Badge Holders in Council Off Street Car Parks
The Council is proposing to introduce new charges that will mean that all Blue Badge holders will have to pay to park in all off-street car parks (these are all the car parks that are not on the public highway) which are controlled by Redcar and Cleveland Borough Council. This means that you will have to pay in all parking bays, including those that are reserved for blue badge holders (parking spaces that are marked with a picture or a sign showing a wheelchair).You should also be aware that holders of the blue badge are able to park on double yellow restrictions for free, for a time period of up to 3 hours as long as they do not create any obstruction on the highway. The proposal will not affect the current concession provided for on-street parking.
We would like to hear from all Blue Badge holders and/or their carers who live, work or visit Redcar and Cleveland, and organisations that work with or represent people who may be affected by these proposals. We want to hear any comments you may have on any aspect of this proposal.

Consultation on super-fast broadband services that could bring a boost to hundreds of residents and businesses.
Redcar & Cleveland Borough Council is looking to local communities to show there is demand for an enhanced service - and potentially attract crucial funding in the process. The Government has set a target of making superfast broadband - with speeds of at least 24 to 30 megabits per second - available to 90 per cent of premises in the UK, and at least 2mb/s to the rest, by 2015. Funding is available from a variety of sources and the Council wants to attract cash on top of the £260,000 it has already committed to improving broadband services.To help secure this funding, the Council is calling on residents and businesses to complete a questionnaire to demonstrate the demand for improved broadband. And the more responses, the more information the Council will have to help communities in areas of poor provision and the greater the chances of an Internet provider improving the boroughs infrastructure.
The results will help Redcar & Cleveland join forces with neighbouring councils, Tees Valley Unlimited and Tees Valley Rural Community Council in a bid to attract government funds.
Local HealthWatch
From April 2013 we in Redcar & Cleveland will have a Local HealthWatch which will play an important part in improving health and social care services in the Borough. This is our response to the Health and Social Care Bill 2011 which seeks to ensure patients and the public are at the heart of everything our health and social care services do. Your local Healthwatch will provide information, advice and support services to help you find out about and access health and social care services, as well as gather your views to help improve services for the people of Redcar and Cleveland.
