As part of its policy of securing a high quality built environment, Redcar & Cleveland Borough Council is promoting a scheme whereby developers devote a percentage of development costs to the installation of a work or works of art.Artwork adds distinctiveness to development and can raise commercial appeal. Where development costs total £500,000 or more, developers are asked to devote up to 1% of those costs to a work of art to be displayed within the development and visible to the public.
The Council believes that art assists in providing cultural identity, can add character and quality to the built environment and, can provide commercial appeal and identity.
Developers are encouraged to set aside up to 1% of the total development cost of projects costing £500,000 or more for provision of a work of art.
The artwork should be integrated as an essential part of the development . It could be sited externally or internally, though it should be accessible or visible to the general public, or where this is not possible, the client public.
The form of the artwork will be a matter for discussion and agreement. It could be a sculpture, painting, mosaic, tapestry or an individually designed piece of ‘street furniture’.
Artwork raises the quality of a project. Examples such as the Morrisons development at Redcar, and at Brotton Hospital, show the positive impact of integrated artwork.
