Acceptable use policy

Redcar & Cleveland Library Service provides computers for public use in all libraries as part of its role to cater for the educational, recreational, information and cultural needs of individuals.

Redcar & Cleveland Library Service provides its members with:
  • Access to the World Wide Web
  • Access to mail services such as Hot Mail
  • Scanning facilities
  • Printing facilities in both black and white and colour (charges apply)
  • Use of Microsoft Office and Publisher.
Please note that the Internet is a global electronic network and Redcar & Cleveland Library Service cannot be held responsible for the content, accuracy, validity, legality or usefulness of information available.

Protection from viruses: Redcar & Cleveland Library Service has made every effort to protect users from viruses, by installing anti virus software on every computer. Users must not
  • Deliberately introduce any virus.
  • Open any E mail attachments, unless checked first for viruses.
Redcar & Cleveland Library Service cannot accept responsibility for any loss or damage howsoever caused to any material belonging to the user and otherwise use of the computer equipment is entirely at the user's own risk.

Redcar & Cleveland Library Service cannot accept responsibility for loss of service how so ever caused.

Buying over the Internet: Users are advised not to use the library computers to make purchases over the Internet. Redcar & Cleveland Library Service cannot guarantee that the public computer services it provides are secure for carrying out financial transactions. Any user carrying out financial transactions over the Internet in the library does so entirely at their own risk.

A booking system is in operation. Users may book up to 2 weeks in advance for a maximum of 2 hours at any one time. The booking may be extended at the end of the period if no-one else is waiting. Records of which users were using each machine at any particular time will be maintained for six months. This information may be provided to law enforcement agencies for the purpose of prevention or detection of criminal activity.

For users under 16 years of age, permission of a parent or guardian is required to use the Internet.

Users may not:
  1. Access or attempt to access any material, which is illegal or likely to be considered offensive to other users. What is considered offensive will be at the sole discretion of the librarian. Filtering software has been installed to prevent access to certain web sites. Should users find any additional sites, which they consider inappropriate, please inform the library staff of the address.
  2. Transmit, copy or download any material with the intention of using that material for illegal purposes.
  3. Copy or download any copyright work without the permission of the copyright holder.
  4. Transmit or prepare for transmission any e-mail which contains offensive material and/or which is likely to cause distress to anyone to whom it is addressed. What is considered offensive or likely to cause distress will be at the sole discretion of the librarian.
  5. Use the facilities to commit an act of fraud or with the intention of committing such an act.
  6. Use the facilities in any way which may lead to a breach of the Computer Misuse Act 1990 or any replacement of that legislation.
  7. Use the facilities in any way which may lead to a breach of any legislation not explicitly mentioned within this Policy.

Use of the facilities may be terminated by the librarian at any time if in the opinion of the librarian the user fails to comply with the foregoing conditions or is otherwise misusing or attempting to misuse the service.

In order to prevent misuse, library staff (or other employees of Redcar & Cleveland Borough Council) may monitor the activity taking place on any computer provided for public use. Such monitoring may include, but is not limited to:

  • direct observation of computer screens
  • observation using CCTV, images from which may be recorded
  • examination of audit trails of activity which has taken place.
Information obtained as a result of monitoring may be provided to law enforcement agencies for the purpose of prevention or detection of criminal activity. Information recorded using CCTV will be processed in accordance with Redcar & Cleveland Council's policy on CCTV usage.

Users who are found to be abusing the system may be excluded from using any public computer facility within Redcar & Cleveland libraries for a minimum period of 1 month. Any such infringement will be recorded on your record of membership with provision for review, and reinstatement to be at the discretion of the librarian. Any further offence may result in a suspension of six months. Furthermore, membership may be revoked, and users may render themselves liable to prosecution.
