Coastal Communities Consultation

The Coastal Communities Fund (CCF) aims to encourage the economic development of UK coastal communities by awarding funding to create sustainable economic growth and jobs. Since the start of the CCF in 2012, 211 organisations across the UK have been awarded grants to the value of £116 million. This funding is forecast to deliver over 12,000 jobs and help attract over £200 million of additional funds to coastal areas. The Big Lottery Fund is delivering the CCF on behalf of UK Government and the Devolved Administrations in Northern Ireland, Scotland and Wales.

In June 2015 the Department for Communities and Local Government (DCLG) invited 12 coastal towns to create Coastal Community Teams (CCTs) in order to drive forward economic regeneration. Redcar and Cleveland Borough Council were successful in being selected to create a team for the Redcar-Coatham area as one of the 12. In July 2015 it was announced that a further 104 Coastal Community Teams would be created and a second team covering the coastal area of East Cleveland was accepted into the scheme.

Coastal Community Teams should have an understanding of the key social and economic issues facing their community and will aim to develop a plan for making improvements. With explicit support from the Local Authority and representation from a number of local community and business organisations, the aims of Coastal Community Teams are to;

  • Encourage partnership working
  • Support the development of local solutions to issues facing coastal communities
  • Establish a network of teams across England who can work together and with Government
  • Encourage sustainable use of heritage to provide a focus for community activities and enhanced economic opportunities.
Each CCT has been has been asked to progress their initial priorities and produce an Economic Plan by 31 January 2016. The Economic Plan will provide headline information that assists each CCT to set out its short and long term priorities against SMART objectives (i.e. specific, measurable, achievable, realistic and timed).

Each CCT will need to be setup as a local partnership based on the Town Team model for town centres. Membership should comprise as a minimum, representation from the Local Authority, the voluntary and community sector, towns teams and businesses. Each team should adopt a constitution or terms of reference that sets out its purpose, structure, governance and accountability.

Details of consultations

Centrifuge Consulting have been appointed by the Council to lead the formation of the two Coastal Community Teams in Redcar and Cleveland and assist them to write their economic plans. A consultation programme has been developed and Centrifuge are busy meeting groups and stakeholders in each team area. In addition to this there is an online questionnaire and a public consultation event for each team:
