School Funding Framework

The Governing Bodies of schools have a high degree of autonomy under the Fair Funding arrangements. However, expenditure in schools is expenditure of public money and is subject to the constraints of probity and scrutiny that pertain for council expenditure in general.

The attached scheme sets out the relationship between the Authority and the maintained schools which it funds. It contains requirements relating to financial management and associated issues that, on the one hand, require the Local Authority to behave in a particular manner and on the other bind the schools to certain compliance requirements.
